DTA Fall 2006 Roadeo Activities

Picture of the drivers taking the Roadeo testThe first event of the Roadeo is the written test. This is a quiet time for drivers to demonstrate their knowledge about vehicle operations and other rules of the road. Don't distract the drivers, they're concentrating!

Many people volunteered to help judge the various roadeo events. Volunteers included vendors, project directors & employees, state DOT employees and many CTAA board members.Picture of the Roadeo Judges

Jennifer Stewart reported on SAFETEA-LU funding guidelines which include 5310 (Elderly & Persons with Disabilities, Job Access Reverse Commute (5316) and New Freedom (5317). There are very few changes in 5310 and 5316, so Jennifer spent most of her time on the 5317 program which is new.

5310: State administered program. States can now use sliding scale match. Transfers can only be made to 5311 for 5310 purposes.

5316: (JARC) is targeted to individuals with lower incomes for job access. Reverse commute is available to anyone. This program is also a state administered program which allows 10% for administration costs with no match required. Under this program there are funds available for administration costs of a voucher program, but actual voucher costs are not covered.

5317: (New Freedom) Also a state administered program with the option of 10% for administration. Operating is at 50-50 and capital at 80-20 match. This program seeks to fund new transit projects seeking to provide public transportation alternatives beyond ADA requirements. "New" means not funded prior to August 10, 2005. Some things that might qualify for this funding source are: (1) flex routes for access to commuter bus or commuter rail (2) additional securement on fixed routes (3) expanded hours for paratransit (4) accessible taxi (5) volunteer programs which includes gas reimbursement.

Examples of uses outside of direct transit for any of the above funding sources:

  • Mobility Management: Includes support for short-term management activities, state & local coordination councils, transportation brokerages, development of one-stop call centers, operational planning for acquisition of transportation technologies.
  • Designated Recipient: The governor is responsible for naming the agency to administer all three programs. He must notify the federal government for the JARC & New Freedom programs. The designated recipient must conduct a state-wide competitive selection process and certify a fair and equitable process.
